The project is a new type of social housing, where new environmental strategies have been implemented in an iconic architecture. DOF Engineers analyzed and optimized the structure (timber, concrete and steel) in order to meet the strict budget requirements and high architecture standards.





The proposed intervention tries to give some answers to many unsolved questions about the buildings born in Italy under the Law 167/62 for economic and popular housing (PEEP). Except rare cases, this law gave birth to inappropriate and sometimes abhorrent practices of urban planning and architectural design. The case study wants to fix a design model for the recovery and the innovation of the existing buildings taking into account all the critical issues identified in the new suburban containers (common problems in almost all districts of the Italian suburbs). The object of intervention is the Tiburtino III Area in the east quadrant of Rome.



A careful analysis of problems related to a difficult project that allowed identifying three themes as a basis of a required and not being delayed intervention for the architecture of the 3th millennium: quality, innovation and safety. The project involves both a spatial mending of the arid styles abused in the PEEP experiences both a new concept of social integration among the inhabitants; so it develops various operations of building surgery. These are the insertion of new housing units close to the ground floors below the existing arcades; the addition of new houses on the top roof; the realization of new neighborhood facilities; the upgrading of public spaces; the improvement of climate behavior of the existing buildings; the aseismic consolidation of the existing structures.


 



In most Italian PEEP examples, such as Tiburtino III, coverage of buildings are flat and often unused; also on the top floors there are some facilities close to the staircase volumes, as washing and drying rooms, technical rooms. It’s possible to increase the number of apartments displacing some units even on the coverage. The design principles are modularity, prefabrication, easy maintenance, serialization and low costs. The houses can be assembled outside of the fabric and then raised on the roof. Some commercial points are distributed on the basements; the neighborhood facilities are located in two new volumes in the large empty areas between buildings.
